Ray E. Moore is a senior Cybersecurity and IT leader with over two decades of experience architecting secure, resilient enterprise environments for the U.S. Department of Defense, federal agencies, and Fortune 500 organizations. A retired U.S. Army Information Systems Chief, Ray specializes in Zero Trust Architecture (ZTA), Identity, Credential, and Access Management (ICAM), cloud migration, Generative AI, and large-scale security modernization efforts.
Currently serving as an Enterprise Cybersecurity Solutions Architect supporting U.S. Special Operations Command (SOCOM). Ray leads initiatives that align cybersecurity programs with national defense priorities, including the implementation of DoD CIO’s Zero Trust roadmap. His work spans enterprise strategy development, risk-based investment planning, and cross-agency collaboration to improve identity governance and mission assurance.
Ray’s past roles include Chief Cybersecurity Architect and Cybersecurity Program Manager at FEDITC, LLC, where he managed a $78M cybersecurity contract supporting global operations, achieving award-winning program outcomes. In the private sector, he has held senior engineering and leadership roles with SAIC and Raytheon, spearheading SIEM deployments, insider threat detection programs, and enterprise architecture design.
In addition to his operational experience, Ray is a longtime adjunct professor, having helped launch cybersecurity programs and mentor the next generation of IT professionals at the University of Tampa and Saint Leo University.
Ray holds a Top-Secret security clearance with SCI access, a Master’s in Computer Information Systems, and multiple advanced certifications including CISSP, ISSAP, PMP, and AWS-SAA.
